2025 State Budget Timeline
The 2025 New York State Legislative Session calendar has been released and is available to download. The coming year will feature 62 session days beginning on January 8 and running into June. Members who are planning legislative district office visits should note which days their representatives will be in Albany when requesting meetings.
Key dates and deadlines:
- January 8, 2025: Legislative Session Convenes and both chambers of the legislature return to Albany.
- January 14, 2025: Governor’s State of the State Address at 1pm- livestream available.
- January 21, 2025: Deadline for the governor to introduce her Executive Budget Proposal.
The Executive Budget Proposal is a package of appropriations bills and Article 7 bills (changes to law that are necessary to make the budget work) for the state legislature to review. The governor presents the Executive Budget Proposal to the legislature, which reflects her fiscal priorities for the year. Once submitted, the governor can add or change things from the proposed budget though a 30-day amendment process. The 30-day clock begins when the Proposal is submitted to the legislature.
Late January-March: The Senate and Assembly independently review the Executive Budget Proposal and conduct public hearings. Then each house develops its own budget proposals. These proposals are referred to as “one-house budgets” and represent the priorities of each chamber.
Mid to Late March: To get the budget adopted, state legislative leaders and the governor come together to bargain on the specific language and dollar amounts that will make it into the final budget bill, which is subsequently revised by the governor and then voted on by the legislature.
Late March – April 1: Once an agreement on a final deal is reached, the legislature must pass the package of bills needed to enact that agreement into law by April 1, the start of the new state fiscal year. While there is no constitutional or statutory requirement for the legislature to enact a state budget by that deadline, no new funds may be spent without the governor and legislature passing a budget extender bill.
