CHHA Providers:  Rate and Cost Report Updates Due Tuesday

Fee-for-Service Pediatric Rates

The Department of Health (DOH/the Department) notified Certified Home Health Agencies (CHHA) on August 8, 2023, that there is a formula error in the Home Health Registered Nurse (RN) rate calculation.

A systematic calculation error on the Cost Reports erroneously increased the total number of visits (Schedule 5a.1 and Schedule 5a.2). This led to a lower-than-expected rate for CHHA Pediatric services. The error was discovered due to feedback from CHHA providers.

DOH notes that while the CHHA rate appeal deadline has passed, this period will be extended until Tuesday, August 22, 2023, in order for CHHAs to correct their Cost Reports as described below.

Take Action

If your agency entered any data into the “hours” columns in the Home Health Registered Nurse row on Schedule 5a.1 or Schedule 5a.2 on your Cost Report, the Department is requesting that your agency complete the following actions:

  • Send an email to us-advrisknyshc@Kpmg.com to request your agency’s 2020 Adjusted Cost Report be unlocked.
  • After KPMG has unlocked the Adjusted Cost Report, adjust the data in row 004 (Home Health Registered Nurse) on Schedule 5a.1 and Schedule 5a.2 to report statistics in the “visits/days” columns only (do not enter hours into the “hours” column) in the adjusted cost report.
  • Re-submit the 2020 Adjusted Cost Report. DOH will then re-calculate the 2022 CHHA pediatric Medicaid FFS rates.
