DOH Issues RFI to Develop LHCSA Public Need Methodology

Earlier today, the New York State Department of Health issued a Request for Information (RFI) to obtain input for the development of a public need methodology for the licensure of Licensed Home Care Services Agencies (LHCSAs). The RFI seeks recommendations for planning area designations, factors to include in the methodology, exceptions to the methodology, and additional requirements or priority considerations to include.

Prior to the enactment of the 2018-19 State Budget, LHCSA applications were prohibited from being reviewed based on public need. As a result of the 2018-19 State Budget, the Public Health and Health Planning Council (PHHPC) is now required to consider public need when approving home care applications for licensure. This RFI will aid the Department in developing the public need methodology used when reviewing LHCSA applications.
