Legislative Memoranda

2024-1: Memorandum of Support: A9204 (Paulin) regarding PHL 2805x
Section 2805-X of the Public Health Law establishes a framework supporting voluntary initiatives to enhance patient care access and management. Although intended to foster innovative collaboration among hospitals, physicians, and home care agencies including Licensed Home Care Services Agencies (LHCSA), the current language allows these collaborations to sidestep New York's Certificate of Need (CON) process. 

 

2024-2: Memorandum of Opposition: Part HH Health & Mental Hygiene Article VII
This deeply flawed proposal has devastating, far-reaching implications for the state’s Medicaid home health care program. If enacted, these changes would leave tens of thousands of elderly and disabled Medicaid patients without care while severely undermining the state's capacity to provide essential home care services to vulnerable populations. Families and enrollees deserve the assurance of receiving dignified care within the comfort of their homes.

 

2024-3: Memorandum of Support: S6963 (Rivera) / A7335 (Paulin) Fair Pay Accountability Act
This legislation rectifies critical deficiencies within our home care system. Its enactment is vital for ensuring that home care providers receive fair reimbursement from private insurers, thereby enabling them to offer adequate wages and benefits to home care workers. By doing so, we can ensure that essential home care services remain accessible to disabled individuals and elders throughout our state.

 

2024-4: Memorandum of Support: One-House Budget Bills
HCP commends the legislature for including the following actions within the Assembly and Senate Aid to Localities (A8803-B / S8303-B) and Health and Mental Hygiene Article VII (A8807-B / S8307-B) bills.
