Cost Report Documentation Pilot Program Announced

HCP is alerting our provider members to check their email today for an important communication from KPMG, the contracted vendor for the NYS Home Care Cost Report. Your immediate attention is required, as the 2022 Cost Report is due August 30, 2023, and supporting documentation must be submitted by September 6, 2023.

The Department of Health (DOH/the Department) has launched a new optional pilot program to reduce the administrative burden of preparing supporting documents for your 2022 Cost Report and subsequent audits.

The process is aimed at decreasing the risk of reporting errors. By opting into the pilot program, if you are selected for auditing by DOH you will not be subject to additional field audit procedures. Note, however, that you can still be subject to desk audits.

Providers choosing to participate in the pilot must use the KPMG-provided spreadsheet as your supporting documentation for Schedules 3, 4, and 5 of your 2022 Cost Report. The spreadsheet was included in today’s email. Normal documentation (i.e., your own spreadsheets) will still be required for the remaining schedules.

Pilot enrollment information and the spreadsheet details are included in today’s email from KPMG. Also turn attention to the email’s additional details regarding source documentation and data summaries.

If you need a refresher on supporting documentation requirements, see the web-based tool’s Useful Links section for a prerecorded webinar.
