Catherine M. Tully, Esq. Joins HCP as Senior Policy Advisor

EAST GREENBUSH, NY – Catherine M. Tully has joined the New York State Association of Health Care Providers (HCP) as Senior Policy Advisor and will help guide the Association’s public policy program, including legislative and regulatory advocacy, development of grassroots campaigns and other related policy responsibilities. She will also serve as a member of HCP’s Senior Management team.

Cate brings 27 years of New York State government experience to her position at HCP. Most recently Senior Counsel to the Dormitory Authority of the State of New York, she had a long and successful career in State government.

“We are extremely pleased to have Cate join us,” said HCP President Christine Johnston. “Her strategic abilities and in-depth experience will help HCP advance and protect the interests of its members, which is particularly important as the home care industry experiences dramatic changes.”

In 1988 Cate was appointed by then Chair Saul Weprin, as Counsel to the Assembly Ways and Means Committee. She subsequently served as Senior Associate Counsel and Home Rule Counsel in the Office of Counsel to the Majority. In these roles, Cate was responsible for constitutional analysis of the bills and amendments comprising the New York State Budget; drafted legal memoranda affecting committee action on legislation ranging from general government and budget reform to state finances and public authorities; and assisted the budget staff of the Ways and Means Committee in the negotiation of budget-related issues. Early in her career, Cate served as an Assistant Legislative Representative to former Mayor Ed Koch representing the City of New York before the Executive, Senate and Assembly in the areas of economic development and criminal justice.

A native of Dublin, Ireland, Cate is a graduate of Queens College of the City University of New York and received her law degree from St. John's University School of Law.
